If a small coin is on the exchange and never had an ICO but has a big spinoff, can it still have an ICO?   What would it have to do?

I think yes you can still have an ico, that's my understanding with it dude. Because, as far as I know you can have your own coin even you don't have implementation of the ico campaign but you can list at once at the exchange like in yobit and cryptopia. but this is just my opinion and feel free to correct me.

Guess I am asking can a dead coin raise funds with a ico if they are starting to come up with some new stuff like do a token ico
