How much of a power draw does 1 rx580 have from its PCIe cable and would it be too much of a load to power 2 GPU's from 1 cord from an EVGA 1600 watt psu.

Yes it would be to much. The 6 pin PCI-e power connector is capable of handling 3 +12 volt wires x 4.16 amps each = 150 watts maximum wattage. Two cards on one PCI cable might start a fire as it overheads. The RX580's have a heavy power draw.
