I live in the states and am new to mining. I have 3 s9s and 1 L3, and am using the bitmain apw3++ power supplies. Could I use a transformer like the one below to power my miners in my house and it would be safe? I know nothing about electricity and am concerned I may burn down my house if I screw up.

NO!
Every single one of those consumer-grade transformers I have ever seen or used are CRAP. They are highly under-rated and do not like running at even 1/2 load 24x7. The few I tried burnt out within a month.

Only solution is to use a commercial or preferably industrial-grade transformer bought through reputable distributors like McMaster-Carr, AutomationDirect, Grainger, etc. About 3x the cost of the one you linked to but they are bullet-proof.

Why would you not just setup a proper 220 circuit for them to run on?

Stop buying industrial miners, running them at home, and then complaining about the noise.

How difficult is it to wire my house for a 220? Obviously I would need an electrician. How much would it cost as well.

Also, would it be a problem to run with the apw3++ on 110? I would imagine i will just get a lower hashrate? Will the miner still function or is it not even worth trying?

the APW3 only puts out 1200w at 110, its not enough to run the entire miner.

Adding a 220 circuit is really simple if you know what you are doing. An electrician can do it in no time at all.

Stop buying industrial miners, running them at home, and then complaining about the noise.
