your second transaction is absolutely fine with 290satashis but due to network problems, Current satoshi needed for instant is 800sat and minimum is 400 satoshi.

You need to find a paid one. Still, it is tough. Try it some services and ask them to add it. Even i am dealing with my own unconfirmed transaction.
