Can original bitcoin core team do a fork?

These days we can see many forks of bitcoin.
The bitcoin cash try to be the 'real bitcoin', because the original bitcoin has some problems like expensive fees and small block size.
But the people don't belive in bitcoin cash, everybody is buying bitcoin not bitcoin cash.

The questions is, can original bitcoin core team do a fork to solve this instead of another team?
