my account have a problem restricted it can't sell but it can buy

I've limit in my account You can list 90000item SGD 5,400,000.00 but restricted you will appeal by myself if you want to sell

Why does the account has that limit ? Does it has negative balance too ?
There is any guarantee you won't get it back via social engineer ?
