Why is the value of BTC always about $9 - $10 on BTC-e then Mt Gox?Huh    Is it always that way?

Bitcoin mining is now a specialized and very risky industry, just like gold mining. Amateur miners are unlikely to make much money, and may even lose money. Bitcoin is much more than just mining, though!

Try getting USD into BTC-e, its not that easy, meanwhile MtGox's userbase has a huge reserve of USD.

Also the delays in getting USD out of MtGox causes people to have to buy Bitcoin for withdraw in order to exchange them for USD somewhere else.

The reason that the price is currently higher on Mt.Gox is because there have been big delays when withdrawing, see for example this thread: MtGox withdrawal delays. So, lots of people want to buy bitcoins on Mt.Gox to get their money out that way.
