It's utter nonsense. Every government will look to regulate the entire crypto market, which only makes sense from their perspective. No way they will sit down and let crypto grow larger and larger without them interfering and take some sort of control. That's why I don't take this seriously at all. If these contradicting articles keep popping up, it will almost give me the impression that they are mimicking Russia. Russia says something today, and completely changes its stance on it the next day, which has resulted in people to don't take anything with Russia seriously anymore.
I'm also thinking the same way, The European Union does not intend to regulate Bitcoin for now, because they cannot see a lot of ICO going on there but because of their decision that they will not regulate it , there will be a time where there will be a lot of ICOs that will emerge that will end up to be the reason Why EU will decide to regulate Bitcoin and ICOs. I don't know but i think they are testing the waters before they will release statement about regulating Bitcoin, but let's look on the positive side, ICOs means Business which means it will open a lot of Business to EU countries but with every ICO there will be a Scam, regulations are needed to be done on ICOs, I don't really know how EU will handle this kind of activities.
