I am sorry for what happened to you, but it's impossible to find out the holder of a Bitcoin address is unless the holder himself tells you.

just now i sended 2$ to that btc adress  and in transaction description i asked him to return that money in an requesting mode
i didnt find any other way to interact with him hope that guy must show mersy towards me

There is no "transaction description" in the Bitcoin protocol, only in your wallet, and maybe a webwallet like blockchain.info shows it.
A scammer won't return your money when you nicely ask, so you just lost 2 more dollars

One other place you can try is to search for the address on www.blocktrail.com and there you will find a "Mentions" tab. If the address has been published on the internet then it will show up there. Often addresses that are used to scam people will come up with some results.
