Well, if you do a pre-order you have time to get PCBs ready, etc. If you order these chips now you'll have to order blank PCBs and control hardware, or ship it to a board maker to have it made into PCBs for you. The only people these would be immediately useful for is people who already had the setup ready to go and were just waiting for chips.
