I'd stay away from exmo for the time being as it has mixed customer feedback. Buy BTC from larger exchanges such as Coinbase, Bitfinex, etc.

It also matters how much BTC you'd like to buy. All major exchanges have already been accused of scamming their customers, so you want to be careful. Though for sure major exchanges are still better than Exmo and Wex.

Customer service/ response times are also better as the exchanges get bigger, so keep that in mind.

If you don't mind, Can you tell us from which country do you reside?

Have you already tried checking this site: https://localbitcoins.com because most countries are there. Just make sure that the individual you're trading to is "trusted", check his feedbacks, confirmed trades etc.
