I can only see problems with such discussions, as I don't see why this would be important.
I am fairly confident that being smart has nothing to do with ethnicity and this way of looking at things can not lead to much more than discrimination.

We are talking about modern world nationalities. Mayan civilization is gone before 4000 years. however if I tell something about your comment, We can't say that old civilization better than that particular civlization. If you look at the IQ levels, then it got to be some of the East Asian ethnic groups. Most probably either the Japanese or the Koreans. And technology-wise, the Japanese are the best. Earlier the Germans used to give them tough competition, but the quality of the German products have gone down over the years. The Japs still maintain their quality.
