That's an interesting market.
You wouldn't be able to offer them regular banking services though, for the same risk related reasons that banks aren't able to. That includes check cashing, which is probably the biggest issue at play here (that's how most people still receive their salary). Unless employers are willing to switch out of paying salaries that way, there's little that can be done (check cashing services are expensive for a reason).
