The real question is - if dev ran off, why leave website etc. running?
I think there is definitely some chance this is scam, so be very careful buying, but there is also some hope.

Coin listings for coinsmarket hasn't had a update in awhile now for any coin and now they have issues with servers, Dev would be correct saying he hasn't heard anything from them as I bet nobody has since the last coin was added.
