I see all the opens are token offerings.  If there is a coin that has a solid idea, do they have to issue a token to raise funds first? then create the coin?

Yes it is because the token will be sent to the crowdsale participant to proves if the team or developers are serious about developing the platform.

The smartcontract, or asset could be the first thing for that.
A good team will have a good code. Then they must try to prove it. The token is the same with a coin in this ground.
