Can a mining app be designed to allow for a percentage of your hashing power to go towards solo mining.

yes of course.
you can do that fairly easy with guiminer.
you can just assign another gpuminer with the same options as your main gpu-pool miner . that way you will "send" to your solo mining half of your hashes. in case of you wanting to produce less for solo you will apply a higher number to -f than your pool mining.
