Best way to purchase on exchange at launch

I have my eye on a coin that hasn't been released on any exchanges yet.

I want to get in early so want to buy as soon as it hits the exchanges. There is a lot of hype at the minute and there was no public sale so I think lots of people will have the same idea.

Whats the best way of doing this? Should I purchase the second it hits the exchange at best market rate?  Or is it better to wait a little bit of time?

Do popular coins normally shoot up in price as soon as they get listed?
