Is it flexible depends on how many users are chating in the last hour or it is fixed to x user = x amount? If the amount is good enough, I'm just afraid that the chat will only be full of spammers trying to get the rain if there is no restriction on who are eligible to receive the rains.

There is no additional fee other then transaction fee. We will add more betting option soon, like bet on odd/even and individual number.
