Not at all anytime you can invest your money..  But just be careful read all the article and research about them self before you put your money to them.. If you have friends just ask them to help you if they all know it..

I don't think so , Everyday you can learn about  cryptocurrency an than you can try to trade on exchanger , this time is almost all coin is drop.

I don't think it's too late. It depends on your risk preference. Many coins have gone through rapid growth, but many ICO projects have disappeared. When you miss ICO, you can buy some growth trend coins, which also avoids the risk of project failure.
