it will. i believe this ban only temporaly and there will be an ico that will come out from south korea itself but not for now. south korea have to acceppt a change that already happen in worldwide. so eventually south korea will let the ico investation in  south korea.

I was reading an article https://www.engadget.com/2017/12/28/south-korea-cryptocurrency-regulations/ from end of December that said that South Korean government announced new rules and that they would be implemented beginning of this month, so that's why I wondered

Maybe a BAN so they could have more laws to suit the ICO scene?

BTC price in south korea is higher than google price because theres some limit or maybe restriction in their goverment about aquiring it but it isnt totally banned all over the county.
