I don't really feel comfortable viewing the contents of a paper wallet while my computer is connected to the internet.  Is there a way to view the contents of a paper wallet while offline?

(If I must be connected to the internet, what is the safest way to go about this?)

No, there isn't. You have to check the balance of your account via live blockexplorer. All you need to do is to know your wallet address(not the private key) that says scan/verify. You can use blockchain.info and check your balance from there.

what do you mean by "contents of a paper wallet"?

a paper wallet is simply your private key(s) printed on a piece of paper and your public key (bitcoin address most probably starting with '1').
you use the private key (starting with 5 or K or L) only when you want to spend the bitcoins that you have and move the remainder to a new paper wallet. and you use the address to check the balance.

using your address (like the one you can see in my profile) online has no "security" risk. only privacy.

You have to be online or have the latest block to check the balance of any wallet. Some wallets would just store the last known balance.
