What way is the best to calculate a coin's difficulty?

-Every block, based on last x blocks
-Every hour, based on last x blocks
-Every x hours or some time period
-Every x blocks

was thinking about this today

from block 0-5000 every block based on the last 50 blocks
after block 5000 if the previous 2 lows and 2 highs are the same set it to a value in the middle

not sure it would work that well in practice since im not a coder
