Temp / temporal wallet per user

How is a temporal (per user) wallet is created and "destroyed"? I couldn't find much info on this. Is it ephemeral, as in, are stored in a database without any real bitcoin "value" and sent from the hot wallet / cold storage, that then, is dealt directly using bitcoin?
