Oh, good point. Well there's no point for PayPal to mark anonymous accounts verified because they have no idea who you are, thus they cannot verify you.

I don't think you can buddy, I verified my PayPal by them sending me 2 micro payments to my bank account and I had to look at my bank statement and enter the 2 amounts on PayPal and then my account was verified.

The only other way I had been told of was if I opened a 'NET SPEND' (pre paid) card online, used the details off this card and registered them on Paypal however when I tried on Net Spend, it would not let me register for a card :-(

Basically I need a paypal account where I can receive  payment and not have it 'on hold' for 21 days..

The only ways to gain access are add CC,get a paypal CC or link bank account so you have to have your details

The only reason if you are getting a 21-day hold on receiving funds is payments from buyers on eBay. If you're selling on eBay and want to get rid of the 21-day hold, you need to get a lot of feedback  (100+) and have been a member of eBay and PayPal for a few months. If you're selling and not scamming on eBay, 21 days isn't that bad. And getting your PayPal verified will not lift the 21-day hold.

You don't even need ID for a PayPal account just your bank account to verify. But knowing PayPal after some time they will no doubt limit you and demand ID but that's just how they work....

For most countries you could just buy a pre-paid card and link it to your PayPal to get verified, but for the U.S and Canada they only way is verifying your bank account.
