AMD Ryzen is a good CPU for mining. Or maybe an old server with many CPU cores like intel Xeon E5 series or AMD Opteron.
Servers have high sound level and high Power draw so it is not so nice to have a loud server at home.
AMD Ryzen 1600 is good for the price.

CPU mining is good if you alreade have a computer powered on all the time for other reasons.
For instance you can have a GPU mining rig with simultaneous CPU mining or a server with unused CPU Power.

Imho, best buy would AMD Ryzen 7 1700  cpu and some B350 based mainboard
properly overclocked it could push about 550-600 h/s which is quite good, but comparing to rx570 which cost about the same  and push something like 900 h/s - cpu is not really good

FWIW, my secondary rig is an MSI 1070 Titanium, Ryzen 7 1700, MSI B3350 Tomahawk Arctic. I get ~500 sol/s on Zclassic from the GPU (power 75%, core +225, mem +200), ~565 H/s from the Ryzen on Elelctroneum (@3.75 GHz). Draws about 250 Watts.

No. Most CPUs only work in single socket configurations. Many server CPUs work in dual socket and quad socket configs. There might be even crazier setups out there with more than 4 processors per board, but even quad socket systems are extremely expensive and generally not worth it for mining. The cheapest quad socket system you could get today is probably something based on AMD G34 or Intel LGA 1567. Even though they're quite old, they're still expensive and super power hungry, not trivial to set up etc. The best hash per $ for CPU mining right now is probably dual socket 2011: the boards are affordable and CPUs are pretty inexpensive.

If you are on a budget get the Ryzen 5 1600 which is one of the best bang for your buck but if you can go for the Ryzen 7 1700 which is the most reliable 8 core 16 thread CPU out in the market right now and an Asus Prime B350-Plus motherboard. However if you have money to burn I suggest go for the Threadripper 1920x/1950x which is $689.99 and $899 respectively partner that with an Asus X399-A TR4 motherboard then you are good to go however going to this route will spend you much more money than buying 2 or 3 GTX 1080TI.
