Can we the Crypto Residence make a sort of Visa service?

Visa is terminating its service for some providers,
It seems that they can terminate like traditional bank: if they want to stop it, just stop it, same like current bank (Ref:

Can we really make the same like visa service?
People can buy thing at shop/mall and swile the card for some Euro/USD bill, how to make it?

The real application of BTC/crypto should go there,
If any crypto debit/card service is using Visa or Mastercard then it may have the same story.

Do we have to donate to make it?

Yes you can. Right now the most shops still don't support crypto, so the service should firstly exchange the crypto into fiat and deposit into the card, then pay using the card.
