I'd like to know how function the card postepay : is it possible to send money to someone who has this card ? I'm on the italian post website and I'm lost.

you can send money to other postepay owners.
the cost is 1 euro per transaction. if you send less than 25 euro, the transaction is free.

No, there are other ways but you must do it by a post office or a few other registered shops in Italy, you can't reload it from a bank account outside Italy afaik
