The 1070ti, even if reasonably overclocked, really doesn't need to make full use of dual onboard 8-pin PCIe power connectors.
You could, more than likely, get by using quality 1x 8-pin to 2x 8-pin splitters, keeping a limit at one per line. Each of those PSU lines should be able to handle more than 1x 8-pin connection.
Do be careful plugging in the connectors. Your image seems to show that one of the add-on (+2) connectors isn't connected to the card properly.
