The best ICO for 2018 is in my opinion going to be the next Cardano. Something decentralized with academic backing. Also I genuinely believe in the Chimaera project which aims to create its own gaming blockchain. Personaly I think it will revolutionize the gaming industry and might be one of the top ICOs. I'm not saying this just because I'm promoting it in my sig (nor do I get extra stakes for this post) - its' actually a project I've heavily researched and believe in. Decentralized gaming will be HUGE, considering the amount of money flowing into the gaming industry in the last decade and the billions of revenue in micro-transactions. Look at how the DotA championships purse now eclipses the World Series of Poker first place prize. This will only increase over the years.

So, besides a big project like Chimaera, as I said previously it will be something with academic backing like Cardano - a real unique blockchain tech, that just simply blows every other 3rd gen blockchain out of the water (NEO, IOTA, EOS, ADA). What this ICO/project is yet I don't know. Keep in mind it's been less than a year that the world has seen just how profitable and important blockchain tech can be. Before this blockchain didn't have much exposure. It will take time for governments/private firms and universities to respond to this booming interest and create a seriously competitive 4th gen blockchain - something massive that addresses all the current issues (scaling, fees, etc). I believe we'll see something like this toward the end of 2018. I'd recommend saving a bit of your investment capital until then just to see how the landscape pans out first, as some good ICOs will be out by then.

they are approved by the Chinese government and have affiliated with some organizations.

It's been a while since the last I have seen an ICO that looks really solid and serious, CryptoBNB is one of these IMO.
There was Stamps Platform also but they stopped their ICO due to regulations in Mexico, sadly.

There is a lot of noise around this ICO. I think investing in it will be problematic given the large number of people who wish make it too. I noticed that all projects that conduct ICO on the NEO platform are very successful.
