I found gdax is free for deposit and withdrawal. But cryptopia charges fees for withdrawal.

Is there any exchange that are similar to gdax and can trade more altcoins?

Binance is one of the cheapest fees wise. Unfortunately, they are limiting how many new users they're taking. May be worth trying to get in.
