You have some unconfirmed transaction? If yes you must wait for confirm. 
If not just export private key to other wallet.

We have 0.0163 BTC stuck in Blockchain.info wallet.
I assume you have many small inputs, is that correct? Fees aren't that high at the moment, so it might be possible. But if your inputs are smaller than 0.0004BTC, they'll be eaten by fees entirely if you want a transaction with any chance to confirm within a day.

Do you have different sending addresses (aka different private keys to export), or just one? Either way, can you share those addresses?

Your Bitcoin dusts isn't worth the fee required to send it. What I would do, is export the private keys, and make a low-fee transaction from another wallet. It may take weeks to confirm, or it may even be dropped from mempool again. If that happens, just keep your 0.0163 BTC and wait for fees to drop somewhere in the future.

If not just export private key to other wallet.

I'd use Electrum (upgrade first), it's the most common wallet, or Bitcoin Core if you have it installed already.

I haven't used blockchain.info in a long time, but if it says your balance is 0.016, it should add up on some of the addresses.

This is how you get scammers to contact you.

Assuming you have your recovery word phrase, I suggest you try this:
Anyways, Correct me if I'm wrong but even on mac you should be able to import it on electrum just by using your recovery phrase on blockchain.info.
Just click the options button and tick the BIP39 Seed box when you are prompted to enter the seed.
See if your full 0.016 pops up in Electrum, and go from there.

We managed to get 0.0089 BTC out of this annoying wallet!
Blockchain and Electrum showed the minimum fee was so high because it has to take funds from so many different outputs and wallets!

Yes, indeed, BlockChain.info has caused us nothing but troubles! We are very happy to stop using it. Losing $40 - $50 in this process is a lesson to learn.

We would still be using it for Bitcoin Cash transactions only but if anyone has recommendations for other good Bitcoin Cash wallets we would be happy to hear.
My recommendations would be, if you're not going to get a hardware wallet like a Trezor or a Ledger, and you don't want to run full nodes like Bitcoin Core or BitcoinABC:

BTC - Electrum
BCH - ElectronCash (it's basically a BCH version of Electrum)

You should avoid web wallets in general.

We would still be using it for Bitcoin Cash transactions only but if anyone has recommendations for other good Bitcoin Cash wallets we would be happy to hear.
My recommendations would be, if you're not going to get a hardware wallet like a Trezor or a Ledger, and you don't want to run full nodes like Bitcoin Core or BitcoinABC:

BTC - Electrum
BCH - ElectronCash (it's basically a BCH version of Electrum)

You should avoid web wallets in general.

TL;DR: Don't collect dust... and use a wallet with Coin Control.
I noticed this too indeed. The wallet should be able to prevent this, but I can imagine many people complain if they can't use all their funds.
