In general, I will search for the latest ICO information at icodrop and Bitcointalk forum's ANN thread, which is enough to search for.

To find out the most recent coin (even still an idea) you can check it in the selection announcement (altcoin) but if you are looking for a tradeable coin please check in cmc (coinmarketcap)

Search for ANN threads directly at Bitcointalk forum, and you can watch it every day, since almost all ICO projects have an ANN thread at Bitcointalk forum.

As others have said, CMC new section, This forums ANN thread, Cryptocurrencytalk forums and there are Twitter pages dedicated to just announcing new coins.
