I sold him BTC after he paid with Paypal a few weeks back. Then charged back USD funds. Paypal took it out from my account but is investigating this more.

ouch sorry for the loss as a tidbit of info if you can obtain a tracking number from anywhere that shows a package was delivered in his city and upload it to paypal you can win this case they just need to see something was delivered ive done this before i won a case this way before with a buyer who was trying to scam me
