Does this mean if this transaction was sent with additional 3 Sat/B then it would have been completed by now? (currently 2.5h with no confirmation):

No. Fees are an estimate, not an exact prediction. "max 80 minutes" can't be guaranteed with any fee. I've seen longer periods without a new block being found.

If miners would find a few blocks close together, fees will drop enough for your transaction to be confirmed. If blocks are far apart (and the last few blocks took a long time), fees will rise further.

Another question - it says this transaction belongs to Block 504197 - where can you see the status when this Block is complete or how many % or estimate is left for it to be completed?

Another question - it says this transaction belongs to Block 504197 - where can you see the status when this Block is complete or how many % or estimate is left for it to be completed?
That block is complete already.

What is Bitcoin transaction locktime?
In short, it's not that interesting for normal transactions, only if you set a minimum block height to make a transaction time limited.
