I think he is referring the best coin in terms of technology and affordable. So the best option would be ETH and Ripple, (but I won't rely to much in Ripple as we know it is being owned and governed by banks.

The best thing is do your own research for this and it is depend from person to person. According to my decision Eth is still the best altcoin for me and there is a huge price increment for this. according to me ETH is the best coin and has been in the 2nd position for a long time.
it recently rose from 770$ to 1400$ in 2 weeks which had greatly benifited many and also due to the increase in bitcoin fees and confirmaton time,a lot more people have started using ethereum for less amount as the transaction fees is almost less than a dollar and the confirmation time is way fast than btc.
if you are thinking to invest in any coin apart from btc, my advice to you would be to invest in ethereum.

I suggest you to take a look over Elixir, and Dragonchain, they are fixing and solving a lot of troubles on the entire world, just take a look over them, seriously, i invested a lot of money on them.

On my opinion, Ethereum is the ideal of a perfect coin that deserve to replace bitcoin, if ever. It’s not that I want to replace bitcoin but ethereum is a good contender in terms of usage and network.
