It's not time for the alt coins just yet.  They lag behind Bitcoin at first when the new up cycle begins.  With such a huge down period this make take a bit of time as everyone gets back into the water.  Alts will explode higher once bitcoin reaches it new intermediate high and stabilizes.
I recently asked questions about the World wi-fi token and got the same response that all the coins are tied to bitcoin and as soon as Bitcoin shows normal growth, all the coins follow it.

Every time a block is mined, a certain amount of BTC (called the subsidy) is created out of thin air and given to the miner. The subsidy halves every four years and will reach 0 in about 130 years.

Basically the same thing that goes on when the market is bearish or BTC is having a tantrum. Alts always suffer during times like these, so it's pretty risky to invest in alts. But I still do, and I'm sure a lot of you do too.
Bitcoins are being pushed up to increase, and large amounts of money from altcoin is taken for inclusion in Bitcoin so lower altcoin is understandable. But I suspect that this is the way whales lead the market and deliberately make the altcoin fall off to buy on good coin cheap. I bought quite a lot of good coins during the downturn.

I don’t think anything big has happened to altcoins. Need to understand on thing. When we talk about crypto, we need to understand that the crypto currencies do fluctuate and this is the nature of the crypto currencies. Just look at the number of coins have come up with bitcoins existence and its massive growth. Though many ICOs failed, many stood up with their best projects in the market. This is the growth of altcoins .

That's what everyone is thinking, bitcoin went up then also altcoins were at the same level then bitcoin went down then also altcoins were at same level, although some were in red but majority was still at the same level. So it's quiet astonishing as previously alts were used to be dependant on bitcoin but now they seem to be independant.

those are going down and down. Even the ETH dropped huge few days ago. I think in this year we will not able to see a bull run

In fact, there is nothing wrong with crypto and altcoins. Altcoins temporarily fall in price, as all people buy bitcoin in anticipation of large-scale events. But then everyone will return to the altcoins again.

probably they just took their money to bitcoin and wait another pump on bitcoin or they are waiting to see %60 dominance of BTC over altcoins
