1. There is none! It is like a standard currency, except no one entity controls it. You just use it like you would normal money, except you cannot reverse it.

2. You download a mining program (Google GUIMiner, it is a good beginners miner), and mine! You can also get special hardware that boosts the rate at which you mine.
