First I must state that I do not recommend using Microsoft Windows any version, especially an installation that is used regularly to access the Internet, read email etc, for anything related to Bitcoin or other crypto currencies. While it is possible to properly secure a Microsoft Windows installation, I find the risk of loosing one's coins to malware simply very high. I would recommend using GNU/Linux instead.
I did manage to reproduce the OP's problem on Windows XP SP 3 with all the latest patches running IE 8 (The latest version available on Windows XP). The installation of Windows XP was running in a Virtualbox virtual machine on Ubuntu GNU / Linux. The bottom line here is that IE 8 is not compatible with BTC-E. I should point out the IE especially the older versions is not compatible with many websites since it does not follow many web standards. The problem does not show when using Firefox (latest version) under Windows XP. So if the OP wishes to sill run Windows in spite of my advice above then Firefox on Windows XP would be an option.
I have been using BTC-E with Firefox under Ubuntu GNU / Linux without any problems.
