currently the bitcoin is stable and it's starting to enter the month of March as its bitcoin will return to the high price so you should buy bitcoin when the price is still cheap.

There will still be times when the price could go lower than where it is now but waiting could also make you lose profit. I guess it pretty much depends on what your intention is. If with that small amount you plan to hold for long term, then its definitely a good time to buy

Since i am a newbie i can't tell if when is the right time to buy bitcoin but base on my understanding about it,i think  the right time to buy bitcoin is when the price of it will rising and you should always observe it because theres no exact time if when is the price of bitcoin will rise.

You must keep in mind what is your goal. How can you trend towards one thing when there is nothing planned in your mind? Better is to plan what to achieve first and then start executing it. Investing a small amount of bitcoin is not profitable. now the price is high so if you invest the small amount you will get very less BTC. you can not make a good profit with small capital. buying min 0.2 or 0.3 BTC is good for BTC trading.

Well if the capital is just a small amount, then probably it's ok to gamble it at this price as long as you're prepared to hold on to it for at least the end of this year.
