the whales from being able to do THIS!
If you regulate 'whales' then you're going to take out the volume from your coin. These days the number of viable altcoins to play the pump & dump game are way too many. As bad as P&D's are they are a viable way for a coin to gain a strong community behind it. The pumps would bring in more attention hence more greedy people. Every major altcoin goes through this. Hell, even BTC goes through this even to this day.
