Black Box Theme "Ignore" button not showing up

I just found out this morning that the "Ignore" button in classic skin gets darker the more people ignore a person. This feature is not available in all skins.

Can this be addressed? I'd prefer a black background but want to know if someone is widely seen in the community as a troll.

I just cleared my local cache and I'm still seeing a broken image...
