I upgraded to v0.8.3 on Windows but it still indicates beta.  Do I need to deinstall v0.8.3-beta first for some reason?  Or maybe the Windows version is still the beta build?

It is a common myth that Bitcoin is ruled by a majority of miners. This is not true. Bitcoin miners "vote" on the ordering of transactions, but that's all they do. They can't vote to change the network rules.

Any 0.x release of any software is generally a beta.  As the poster above says, not only is the Bitcoin client in beta, the whole Bitcoin system is beta.

That is normal and working as intended. You do not need to take any action.
