Opened an Electrum wallet last year.  Checked the amount in October of 2017, and did a password change.  Now trying to download the newest version of the software and it keeps asking for a password to install it.  Neither my old nor new one works.  What am I missing?

Have you got the seed somewhere?
Maybe something's become corrupted with the wallet file or there's another issue. Either the seed or a backup of the unencrypted wallet file can be used to restore it from this.

Is it the entire file that's encrypted or just the private keys?

Try to use the old version of electrum but in portable version just to open your old wallet.dat and backup the seeds or private key where you save your bitcoin..
You can download the old version here https://download.electrum.org/ since your wallet is encrypted with password you are safe because the old version electrum is not advisable to use there are reports that they can scan your wallet and request to retrieve your private keys or backup seed phrase via RPC command so this time we are just using it to get your seed phrase or get your private keys to recover it in latest version of electrum just in case..
You can find the wallet.dat in your appdata folder where the electrum folder installed C:\Users\Administrator\AppData\Roaming\Electrum\wallet
Once you know where your wallet.dat open the old electrum portable version and click file then open and locate where your wallet.dat ,backup your seed follow this click the wallet you can find left side of tools or right side of file menu then click seed or private key it will ask for your password(and hope this time your password will work) after that you can get your seed.. same as private keys all of your private key will be downloaded in csv file format that you can open in microsoft excel or any 3rd party csv file supported..

This time you had your backup save and try to use this backup in latest version of electrum and make sure to encrypt your wallet always for safety reason..

There is no need to use an old version. Always use the latest version of electrum.

You've set a password and now you've forgotten it. If you have the seed then restore using that. Here's how you can do that: https://bitcoinelectrum.com/restoring-your-standard-wallet-from-seed/
