Did you install the motherboard drivers?

try checking virtual memory and adding the value. or it could also less power. because TDP 1080 ti 250 W x 4 = 1000 W. you can calculate the power consumption of other parts such as how many watts are used for the processor, SSD, and other parts. because the remaining power is only 200W. And pcie slot bios GEN1 , and setting 4 Decoding ON.

i am running the same motherboard with 6 gpu with zero issues for 2 months so far
no bios change or drivers or anything just out of the box and it is working fine
I guess maybe u need to check your riser cards and make sure they are all working fine
and also you need to have the above 4g decoding enabled

Update bios, put Pcie on gen2, enable 4g coding. If you have 3 working, try putting the 4th right on the motherboard (no riser) check if it can find that one. Then connect another gpu (with riser) if that one is found remove the one on the motherboard and put it on a riser.

Running an Asus z370-a with 4 vegas inside of it. No problem with the mobo (although these Frontier Edition Vegas are a nightmare to work with)

I do all of this in bios on start

1. update bios
2. enable 4g
3. turn everything to gen1
4. disable unused usb
5. kill onboard audio
6. turn on igpu

thats just me, i know others have variations but thats allowed me to run the z370-a fine

does the 1 x PCIe 3.0/2.0 x16 (max at x4 mode)  slot support a gpu?

I am not sure what ur question is here but I can tell you that all the motherboard slots are working fine
you just have to enable  the 4g decoding when u add more than 4 gpu

x1, x4, x8, x16, whatever, is fine for the purposes of the card attached to that slot. The difference in speed between x1 and x16 is negligible for mining purposes.

However, trying to have all the physical x16 slots to run at x16 may cause you to run out of PCIe lanes, depending on how your chipset and CPU allocate them. (The idea is to have *some* resources allocated for all devices somehow, even at reduced bus speeds, but this doesn't always occur automatically; unfortunately it's a rather finicky process.)
