The situation is that I have a bitcoin in the blockchain wallet but lost the second level password so I can not move anywhere
Can anyone show me how to help?

You probably can't do anything. Your only salvation was the 12 word backup seed (which is the most important thing in your wallet - and you somehow lost it).

You could try to contact Blockchain.info support[1] as this is probably your last option. But I sincerely doubt that there is anything they can do.
