Still can't post elsewhere - have 7 posts and over 4hours !

I know that the newbie restriction says, you can only post elswhere if you've been logged in for over 4 hours and have made at least one longer post.
now i have several posts already, and total 6 hours on this forum.. why am i still not able to post somewhere else ?!

It's 4 hours elapsed since your first post now, so give it another 20 minutes or so.

Maybe your posts need to be checked for "substantiality" first by the moderators? Who defines whether your first post is substantional or not?
