Is it possible for network traffic generated from mining via pools or asics to be blocked?  The p2p protocol at my University is blocked and I was wondering if the IT department would have to assist to give groups of students clinics in starting their own miners?

At the very least, they are blocking unknown ports, including port 3333 which is what most stratum pools use. Some pools allow mining on port 80 for this very reason. Ozcoin does this, and I think a few others. Try port 80, and see if that helps you.
