The purpose of filecoin is to decentralize the web, but how is it doing so? Maybe IPFS is, but I do not see how filecoin will do that, can someone explain it to me?

imagine a world where database systems are hosted entirely on the blockchain system by miners.  Government can not raid or demand a company to turn over an individual's files nor can they shut down aspects of the internet at a vulnerable tipping point as they would have to take small miners down 1 by 1.

Not to hijack - but also is sia coin already doing what filecoin is trying to build?
