As much as the negative trust might make you seem suspicious, you are right.
These accounts are most likely hacked, as there is no legitimate way to obtain a one year Netflix account in general, and even less a one year subscription for a mere $12. I would warn everyone against buying these kind of accounts not just from this seller, but from any seller. The real account owner is likely to try to recover the account, and once successful, the buyer here would be losing the account. There is no evidence that OP will be delivering replacements anyway, as they have nothing to lose once they receive payment.
