Hello, I've been wondering what the best hashrate per watt is for mining eth after tweaking the cards.

My options are evga 1060 6gbs, 1070s or 1070 tis. I'm not interested in total hashrate but hashrate to watt ratio in either 6 or 12 rig configuration
There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, which will follow the rules of the network no matter what miners do. Even if every miner decided to create 1000 bitcoins per block, full nodes would stick to the rules and reject those blocks.

IF 1060 has not Hynix memory then it has the best hashrate/watt ratio than all three.

1060 if with micron or even better samsung. If with hynix you are screwed.
then 1070s follows it very closely right after.

The best would be the

Radeon 6990 4GB released in 2011.

Features 40nm technology and it can mine Expanse at 26MH/s and only using 300Watts

I'm not sure what you're saying?  Are you saying that the 1070 tis are the best in terms of hashrate/watt ratio?  Even better than the 1070?
